normally rim kamaloka works when you have premium account but it never worked on RPG,probably the amount of enchant scrolls and attribute stones/crystals from rim kama would upset economy for a gracia final server.

It was  deal between NCsoft and some Internet Cafes that, when some players were playing from these Cafes, they were getting points and they could spend them on these rim kamalokas.
