What is the official language of the server in chat rooms and shops?

I hope so cause I dont see anything about this on rules and I am wondering why they announced that the server is international? How can players without being in Russia understand the spoken or buy things in shops?

u have files in english, u have NPCs talk in english and u have english suport...~
when japanese ppl go  to play on american servers they do not ask for the americans to talk in japanese, so now u are play on a server that provides all the bases for a non russian player to play, do not hope for everyone to speek your language,
U are not forced to interact with them, and im pretty sure if u dont speak russian they wont be very happy on interacting with you either.

Server is mostly populated by Russians, so it's only natural that shouts/party rooms/etc. will be in their native language.

Shops/quests/npc/etc. are both In English (first) and Russian (second)

Ok. So internacional server means that it has files in english? Sry for my mystake but just here this is like this. In internacional comunity when server says that it is internacional means that the language used in chats,shot, shops will be english.
Then they should have advertised that this is a russian server with english file just this.

this is the kind of comments that makes russians totaly right on not wanting to interact with international community.
there is not rules saying that u have to keep all the chat in english as far as i know, neither theres a rule saying you cannot use russian, greek, hebrew or wtv language u want.. for me, wtv ppl say, thats kinda the true meaning of a international server...
u have suport, files, game client and everything needed for a person from wtv region of the world to play and enjoy, i honestly dont see the point on crying cus Russians talk in Russian.

Internacional = files in english.
Ok then language is free. Now I understand. All can talk in their language.
