why we cant use catacombs sekond weak? it is good spot for warriors, why didnt go when server start?

You can use catacombs since server start, but there are no seal stone dropping mobs yet.

Because seven signs didn't start yet, hence you cannot fight for any side, so no participation needed to enter catacombs. Just go there and enter.
