As has been said before, 1 and 2 professions will be available from a special NPC at the following prices:
1st class change - 500,000 adena or 50 RUR
2nd class change - 3000000 adena or 300 RUR
+ quest monsters respawn will be increased.

3kk for 2nd class change from special NPC!

Danny if u remember the old servers even with the 3kk version of quest it was still a pain in the ass to kill that mob outside Giran.

Yep, people who had 3kkk in inv had to wait like lvl 50+ to be able to get the QI. Because randoms were killing every monster, and you were not able to get your own...

So this npc is a great news !

And even if you managed to kill the npc, most often it got buggy because someone else has triggered it an hour ago.
