federation x7 lags (here is not support for x7) lineage2 chronicle 4

i have and more players delay 1-2 s ,not all day, in morning is good, but afternoon and evening is lags 1-2s
internet is ok, but this problem have some much players.
i use proxifier and latrix latency. This programs no help me and server lags still...

please fot some answer and help from side players or admins..
